Electrics - Trying to start the engine

Today I put some petrol in the tank and tried to start the engine.  The engine turns over but petrol wasn’t getting to the throttle bodies.  It turned out that the fuel pump wasn’t working.

I spent a couple of hours checking things with the multimeter before giving up.

The fuel pump relay doesn’t seem to be engaging and I don’t know why.  More research needed.
